Use the free Vectorian Giotto, because Flash you will probably steal/get illegally or download a trial version. There are rumors, that it's possible to make a cartoon in Microsoft Power Power / Open Office Impress. In all cases, you can only get Madness Sprites to open in Flash.
Buying Flash legally is only possible, if you buy it together with Creative Suite, which costs around 600 dollars. But every design-related person must have it.
I got a big dicount when I bought Flash. Still, why would they charge so much?
